have a public and plugin API

The public and plugin API should be defined and tested.

make API with all options and with good examples so any fresher on ror can easily understand it.sometimes user know the logic but if user doesn't know the syntax then it will create problem and he will consider ror as a bad language.and also when u release new version of ror please try to minimize the code deprication so current user of ror faces less problem.

It's a great thing! Public and plugin API makes the Rails more strong, easy and better to make new interesting applications.
